How do I return an Unrest card from my hand, and does it cost an action?

Either take a Revolt turn (return any number of Unrest from your hand), or play the Unrest card as one of your actions and pay the cost printed on it (for example 2 materials, 1 population or discarding 2 cards). Free-play effects and some card abilities return Unrest without using an action.
