Do I resolve a card's lines in the order printed, paying costs as I reach them?

Yes. Resolve each step in written order and pay costs at the point you reach them. For instance, if Prosperity's draw triggers a development, you pay for it before the later gain-resources line, so those resources cannot be used for it (progress tokens you already hold can).
