What exactly happens when I need to draw and my draw deck is empty?

As a barbarian: if your nation deck has no exhaustion token and you have a token on your state card, put the top nation card into your discard and move a token onto the nation deck; then shuffle the discard into a new draw deck and keep drawing. As an Empire: instead you may pay for one development card, add it to your discard and place the token in your development area. It resolves immediately, even on another player's turn or during Solstice.
