Do I reshuffle when my deck empties on another player's turn or during Solstice?

Yes. Whenever you must draw from an empty deck, even on another player's turn, during Solstice or on the bot's turn, you resolve the reshuffle immediately, including adding a nation card or developing. Any token placed this way stays until your next clean-up.
