When do I choose the A or B side of my power card, and what is the difference?

You choose in step 2 of player setup, before you see your hand or the market, and cannot change it later. B is the beginner side and A is the advanced side; they are balanced against each other (A sides usually have an ability at the cost of some victory points). If everyone agrees you may decide later, which will not break the game.
