What does Innovate do, and is it the same as a card telling me to break through?

Innovate is a turn option: discard your whole hand, then break through for uncivilised, civilised, region or tributary, then clean up. It is a last resort and you cannot take actions or exhaust that turn. A card that says "break through" only does the break-through part, not the hand discard.
