Is there a hand limit, and does it restrict drawing during a turn?

Hand size (5, unless a card raises it) only decides how many cards you draw up to at clean-up. You never discard down to it, and card effects, Solstice, or draws on other players' turns can push you above it. If you already hold that many or more at clean-up you simply draw nothing.
