Which card do I garrison under when a card tells me to garrison?

Under the card that is being resolved, normally the region you just played, not any region of your choice. Some cards (Knights, Viking sagas, Olmec Stone Heads, some Utopian cards) allow several garrisoned cards. A card that cannot be played can still be garrisoned unless it says it can't be, and a region can be garrisoned under another region, in which case its icons stop counting.
