When can I search the main deck for a suit when breaking through?

Only when the matching small deck is empty, or the suit has no small deck (tributary). If a small deck still has cards you choose between a market card of that suit and the small deck's top card. The designer noted you cannot dip into the main deck while the small deck still has cards.
