When exactly do I become an Empire?

The moment your accession card is placed in your discard pile, even outside the draw step or on another player's turn: flip your state card to its empire side. You do not have to play the accession card. The Arthurians' nadir card goes into play instead, and the Vikings' zenith card (Harald Hardrada) triggers the end of the game; neither flips the state card.
