What does the Escalation (castle) icon on Stage II Invader cards do?
The rulebook gives the action; community posts corrected an earlier misreading of the board condition.

The first time you resolve each Invader card showing it, before the Explore, add 1 Town to a land without a Town on each board. The land type does not matter, and the board needn't already contain a Town or City. The icon is optional extra difficulty and is ignored for a first game.
