Aim of the Game

The players take turns in the roles of either a policer officer or a traveller. Each round, the policer officer tries to confiscate as many bottles as possible while the travelers are attemping to sneak across the border with as many bottles as they can. After each player has been the policer officer at least twice, the game ends and whoever has the most bottles, wins!

Content

  • 36 suitcase cards (12 cards without bottles, 12 cards with 1 bottle, 7 cards with 2 bottles, and 5 cards with 3 bottles)
  • 7 action cards (2x bribe, 2x control, 3x arrest). The rules below call the "control" action cards inspect cards.
  • 80 bottle tokens (40x value 1, 40x value 5)

Setup

The bottle tokens are laid out as a supply. Each player starts with five value 1 bottle tokens and one value 5 bottle token. Bottle tokens are always placed faceup.

Each player receives: Five value 1 bottle tokens and one value 5 bottle token.

Rounds

The source prints no heading for the following text; this heading is added for structure.

The game is played over several rounds. The police officer of the first round is determined at random. Then the police officer changes in a clockwise manner from round to round.

Each round is played as follows:

1. The policer officer places the action cards faceup in front of them. Depending on the number of players, a different number of actions cards are required:

  • 3 or 4 players: 1x bribe, 1x inspect, 1x arrest
  • 5 players: 1x bribe, 1x inspect, 2x arrest
  • 6 players: 1x bribe, 2x inspect, 2x arrest
  • 7 players: 2x bribe, 2x inspect, 2x arrest
  • 8 players: 2x bribe, 2x inspect, 3x arrest

Icons on the action cards: Bribe, Inspect, Arrest.

2. The police officer shuffles the suitcase cards and distributes 5 cards to all other players (each known as a traveler). The remaining cards are discarded facedown to the center of the table.

3. Now the travelers decide on their luggage:

i. Each traveler places two of their suitcase cards facedown side-by-side in front of them.

ii. They then place one card faceup above these two cards. This is the card used for bribing the police officer.

Each traveler's unused suitcase cards are discarded facedown to the center of the table.

4. Now the policer officer takes action:

I. Accept Bribes

First, the police officer can use any of their bribe action cards to accept a bribe. He chooses one of the travelers and puts the action card in front of them. This traveler must give the police officer the number of bottles depicted on their faceup suitcase card. They are now allowed to pass through. They reveal their two facedown cards and they receive the number of bottle tokens from the supply as depicted on these two cards. They then discard their suitcase cards to the center of the table.

Example: Traveler D gives 2 of his bottles to the police officer. Then he reveals his two facedown cards and takes 4 bottles from the supply.

II. Inspect Suitcases

The police officer now checks suitcases. They can put down an inspect card next to any suitcase they suspect of containing one or more bottles. The traveler whose suitcase card it is must reveal it. Note: The police officer can play at most one inspect card on a single player.

III. Make Arrests

The police officer can use any of his arrest cards to make an arrest. They place their arrest card next to any traveler. That traveler must reveal both their facedown cards:

a. If the traveler has two or more bottles showing on the cards (collectively), the policer officer takes the corresponding number of bottles from the supply.

b. However, if the cards have zero or one bottle showing, the policer officer must give the traveler two bottles from their own supply as well as one bottle from the main supply.

Example: The police officer uses their arrest card on traveler C. The traveler turns over their facedown card and reveals 1 bottle. The policer officer must give the traveler 2 of their bottles plus 1 bottle from the supply.

IV. Allow Travelers to Pass

After the police officer completes all of the actions they wish to perform, the travelers now open their suitcases.

The travelers turn over their facedown cards and receive the amount of bottles shown on the two cards (from the supply). Discard all suitcase cards to the stack in the middle.

The player to the left of the policer officer becomes the new policer officer. Shuffle all the suitcase cards with the discarded ones. Then, a new round begins.

Game End

Once each player has been the police officer twice, the game ends. The player with the most bottles is the winner. In case of a tie, all tied players share the victory.
