Is there a newer set of 2-player rules, and does it work with the base game and any map?
Several forum posts agree, and the Britannia rules say the variant may be played on any of the three maps.

Yes. The Britannia expansion introduced neutral-trader two-player rules that replace the original pawn version. They work with the base game and with either expansion map and need no extra components.
