Can the Moving action push an opponent's piece off a space, or put my piece on a space held by someone else?
The rulebook separates Moving (your own pieces, not into cities) from Displacing.

No. Moved pieces go only to empty route spaces or swap with your own pieces. They cannot take an opponent's space, enter a city office or a Coellen prestige space. Displacing is a separate action that uses pieces from your personal supply.
