What ends the game, and when exactly?
The rulebook lists the three end triggers.

The game ends at the end of the action (not the turn) in which any one of these happens: a player reaches 20 or more prestige points, no replacement bonus marker can be drawn after a player takes one, or the completed-city marker reaches 10. Finish the action in progress, take no further actions, then do final scoring.
