Can the Extra Office marker create the first office in a city or be used with a skill upgrade?
The rulebook requires an existing office and ties it to claiming a route.

No to both on the base map. The city must already contain at least one office, and the marker only works when you choose the office option of a claim, not a skill upgrade or Coellen prestige. It also cannot be used on the same action that gave it to you. (The East map is an exception: its green cities may receive an Extra Office while empty.)
