When I claim a route, can I decline to place an office (Kontor) and claim it only for points or the bonus marker?
The designer confirmed it in 2011 and again in 2009, and the rulebook lists the final choice as optional.

Yes. Opening an office is only one of the optional final choices, so you may claim a route purely to score the controllers' points or to take its bonus marker, with no office, skill upgrade or Coellen merchant. You may do this even if you could have placed an office.
