Several players agree; the rulebook only restricts where bonus markers may be placed.

Yes. Routes can always be claimed, scoring points and giving skill or bonus benefits as normal. The only restriction is that no new bonus marker may be placed on such a route, and the Extra Office marker can still add an office there.
