Are dice on a completed Bomb Card safe from unused dice and Fuse cards?
The designer confirmed it and the rulebook says the same.

Yes. As soon as the last needed die is placed, the bomb counts as complete and its dice cannot be removed by a Fuse card or an unused die. Only bombs still in play can lose dice.
