Can I upgrade Wood to Timber or Clay to Brick without a Vehicle, and when can I use the upgraded goods?

No. Wood and Clay are upgraded only by loading them on a Vehicle space (placed upgraded side up), and loading Clay costs 1 Peat per Clay. The Timber, Brick or Clothing is not yours to use until the Vehicles are emptied in Inventorying, so it cannot pay costs in the same Work Phase. Fabrics (Linen, Woolen, Leather) upgrade the same way.
