Does a Tea paid on the Master action count for the upgrades I make during that same action?

Yes. Think of Tea as a temporary +1 to your Workbench count for that action: with 2 Workbenches, one permanent upgrade and one Tea, you get 4 tool steps, paying costs for all of them.
