How much Tea can I use to improve a single action?

Only one Tea or one East Frisian Tea per action (worker placed), and it is spent. A Tea gives a tool-linked action +1 step, an East Frisian Tea +2 steps, never beyond the end of the track; or two East Frisian Tea repeat the action twice instead. Options cannot be combined. Oven is an exception: Tea adds +0 and East Frisian Tea +1.
