With two East Frisian Tea, can the Master action move the same Tool Indicator twice?

Yes. Each pass is a separate Master action, so a given indicator can move once per pass, and a Workbench upgrade made in the first pass raises your allowance in the second (the rulebook example totals 8 steps). The designer likened it to immediately taking your turn again with an imaginary worker.
