Does the order I move Dikes in with the +1 Dike action interact with Ditches?

No. Each +1 Dike action moves a Dike from the bottom row up into the next gap, and you choose which Dike. You only get a Ditch once a full new Dike row is completed, by which time all its Dikes are placed, so the order does not interact with Ditches.
