Are Fishing Cutters and Trading Ships Vehicles, and can I build them on their large side directly?

No, boats are treated separately from Vehicles, so a "build a Vehicle" action cannot build one; use the Sailmaker or Boat Builder. As with Vehicles you may build either side directly by paying that side's cost, without building the small side first.
