How do I increase a Tool track?

Through the Master action (Summer or Winter), paying the cost printed beside the track, or through a building that grants a free step. Placing a worker on a tool-linked space, such as Woodcutter, does not advance the track; the Fisherman is an exception and moves the Fish Trap indicator for free.
