Who is starting player next half year, and what happens when someone takes the Special Action?

The Starting Player Marker normally passes to the other player at the end of each half year. If a player uses the Special Action (one worker on an action space of the other season), his opponent receives the marker for the next half year. So when the non-starting player goes off-season, the starting player keeps the marker; when the starting player does it, the marker passes as it would anyway.
