Can the Smithy exchange a loaded Vehicle for a Plow?
The publisher answered this directly in a forum post, and it matches the rulebook.

No. The publisher ruled that a loaded Vehicle may not be exchanged for a Plow with the Smithy; the rule should read "empty Handcarts and empty Wagons". Peat Boats, Handcarts and Wagons are exchanged by returning them to the supply and taking a Plow, not by flipping them.
