When can I load Vehicles, and does a Vehicle have to be full?
The rulebook text answers this directly, and forum players agree.
At any time during the Work Phase, as many times as you like, even after your last worker is placed. Loading is not an action. A Vehicle does not need to be full and can be loaded in stages and emptied partly loaded at the end of the Work Phase.
