Can I convert fewer times than my tools allow, or take only part of an action?
The publisher answered this directly in a forum post, and it matches the rulebook.

Yes. "Up to" the number of your tools includes fewer, and the publisher confirmed you may convert fewer times. A later Feuerland ruling relayed on BGG (see the question about blocking an action space) adds that you must do at least one conversion if you place a worker on a conversion space. Multi-part spaces can generally be used partly, for example taking the Sheep at the Fisherman when the Fish Trap track is already full.
