Do I pay the printed cost on an action space, and what do the Frisian-pattern cells mean?
The rulebook text answers this directly, and forum players agree.
The patterned cell pays for what sits directly beside it: the building below it, one step of a Tool track (paid through the Master), or an action that shows a cost, such as the 2 Food of the Laborer. Taking a tool-linked action itself (Woodcutter, Clay Worker) costs nothing extra, and you do not pay the tool-track costs when you use a tool.
