Can I buy a Horse Cart, Wagon, Carriage or Droshky directly, and does a flip cost anything?

Yes. At the Wainwright or Laborer you may build either side of a Vehicle for its printed cost (Cart 5 Wood + Horse, Horse Cart 7 Wood + Horse, Handcart 2 Wood, Wagon 4 Wood and so on). Flipping an owned tile with a Warden is free but costs the action, and you cannot pay the difference later. The Wainwright never upgrades for free.
