Can a Dark Pact holder pick himself, or a Lost in Time and Space investigator, to be devoured?
No. "Another investigator" means someone other than the holder, and a Lost in Time and Space investigator cannot be devoured. If no valid target exists, the pact is fulfilled as far as possible: the card is discarded and Doom does not advance.
