If Setup spawns a monster on an investigator's space (such as The Ghast), is it encountered during Setup?
Yes. The spawn text says the investigator encounters it immediately, and only effects limited to once per round or to the Action Phase wait until play starts. Posters say there is no explicit rule, but the spawned monster is resolved as written.
