Probably after. An FAQ ruling players quoted for Asenath Waite treats a Gate's Monster, with its spawn effect, as part of the Gate spawn, so a "when a Gate spawns" trigger comes afterward. By that logic Patrice's Clue arrives too late to stop the Star Vampire's Doom advance. No ruling covers Patrice directly.
