Does a Cursed condition's penalty apply to every test while you have it?

No. It applies only to dice rolled as part of effects printed on Condition cards, such as the Cursed Reckoning or a Madness's Rest roll, not to ordinary tests. A Bane or Boon die bonus works the same way.
