What happens to action cards nobody takes, and how many are turned up with fewer players?

Five cards are turned up each round, one from each stack, in a 4- or 5-player game (a 2- or 3-player game uses four stacks, see the setup entry). The card a player chooses is laid aside, and cards nobody takes are discarded at the end of the round, so with fewer players some go unused. New cards are turned up next round. The King card is the exception: it is turned up every round and never permanently discarded.
