How are the action card stacks arranged in a 2- or 3-player game?
Shuffle the 2-stack and 3-stack together into one stack, then lay out the stacks as 1, 2+3, 4 and 5, so four stacks give four action cards each round. This follows the German rulebook; the English text is less clear.
