When can I take Caballeros from the board into my court?

Only when the provinces cannot supply the number on your power card: you then make up the shortfall from Caballeros already on the board. It is optional, you may take fewer, and you can never take any from the King's region. The number of heads on the power card is a limit, not a requirement.
