Can special actions move Caballeros to any region, not just ones next to the King?

Yes. Special actions can move Caballeros to any region except the King's region, and the Castillo is allowed too. The picture on an Intrigue card showing an adjacent move is just an example. Check the card text in the newest edition, though: some cards say 'region' only (see the Militia and Delegation entry).
