Can the Special Scoring cards that let you pick any region choose the Castillo?

Yes. The cards that let you choose any region, from the 2-stack and 3-stack, can pick the Castillo or the King's region. Older Big Box text was read as excluding it; the rulebook and the German original allow it. The two Special Scoring versions are the same card.
