Setup

Randomly place the 8 District Tiles according to the layout image below and leave some space between the tiles. Use the side with four printed dice symbols with 3-4 Players and the side with two printed dice symbols with 1-2 Players. The printed dice symbols count the same as normal Demography Dice with the only difference that they cannot be changed or moved.

Roll and randomly distribute the Demography Dice in the square spaces on the District Tiles. If playing with fewer than 4 players, remove 2 dice of each color for each missing player, and leave an empty space for each missing player on every District Tile (see symbols). If playing solo, follow the setup for 2 players but only prepare a Candidate Board with Representatives for your opponent (see Solo Mode on page 5 for specific rules).

Shuffle all card decks and place them beside the District Tiles. Draw and place 4 x Advertising and 4 x Political Stunt Cards face-up according to the setup image.

Give each player a Candidate Board, Summary Tile, and player components (Candidate Cubes & Representatives) of one of the available colors, placing them according to the setup image.

Place the Twilight Congress Board next to the District Tiles together with the Vote Tokens and place 2 of every player's Candidate Cubes in the bottom spaces on each track of the Twilight Congress Board.

Randomly decide upon a First Player and give the player the First Player Marker. In clockwise turn order, each player picks a Candidate Tile and decides which side to use, placing it in the slot on the Candidate Board. The Candidate Tile gives a Candidate Bonus of either 2 Popularity within the depicted Demographic Group OR 2 Votes for each Die Follower of the depicted Demographic Group you have on the Candidate Board by the end of the game.

Randomly give each player a Personality Tile of each background type. The players decide which sides to use and place the Tiles in the slots of their Candidate Boards so they form a two-word underscored description. The Personality Tiles give players immediately received starting bonuses (flash symbols) as well as decide their personal Candidate Actions.

Designer advice: DON'T order spicy if you can't handle spicy!
- STANDARD - You CAN'T impact other players' Reps on District Boards or their Die Followers. Play this if you like a game with more control and less interaction!
- INTERACTIVE - You CAN move other players' Reps on District Boards with the Rep Influence Action but CAN'T impact their Die Followers. 1 Money can be used to cancel an action involving your Rep or Die Follower. Play this if you like more area control interaction in the game!
- SPICY - You CAN move other players' Reps on District Boards with the Rep Influence action. You CAN also impact their Die Followers with the Manipulation and Focus Action. 1 Money can be used to cancel an action involving your Rep or Die Follower. ONLY play this if you love HIGH player interaction and find some amount of chaos refreshing!
How to Play
The game is divided into 9 rounds, and in every round the players take turns in clockwise turn order, starting with the First Player.
A Player's Turn

Send out a Representative (Rep) to one of the 8 District Tiles. Each District Tile has its own blend of Demographic Dice and a unique action that your Rep may use.

Take a Demographic Die from the District Tile and leave your Rep in its place. The Rep will increase your influence in the district and will activate the District Action.

Place the Demographic Die on your Candidate Board and make it your Die Follower. Your Die Follower will activate an action on the Candidate Board in the same row or column, following an arrow. Dice Followers are also used for Political Stunts and Secret Agenda goals!

You may now use the actions from the District Tile AND the placed Die Follower in any order.

Finally, you may play one Advertising Card and one Political Stunt Card at the end of your turn.
Possible Actions
You may always choose to NOT take a District Action and instead give the First Player Token to a Player (can only be given once per round, flip it to remember this. Flip it back once the new round starts), OR draw a Secret Agenda Card and discard a Secret Agenda Card, OR move position of a Die Follower on your Candidate Board.
- Popularity: Gain popularity within the Demographic Group by advancing the marker of the depicted Popularity Track on your Candidate Board.
- Advertising / Political Stunt: Take the depicted card from a deck OR take a face-up card adjacent to a District Tile you have a Rep on (and refill the empty space by drawing a new card of the same type).
- Fundraising: Gain funding by advancing the marker of your Money Track on your Candidate Board.
- Focus: Change a Demographic Die on a District Tile OR a Die Follower on your Candidate Board by +/- 1.
- Manipulate: Roll a Demographic Die on a District Tile OR a Die Follower on your Candidate Board. Decide to keep the result or not.
- Demographic Exchange: Swap a Demographic Die on a District Tile with a Demographic Die on a District Tile.
- Follower Influence: Swap a Die Follower from your Candidate Board with a Demographic Die on a District Tile.
- Rep Influence: Swap one of your Reps on a District Tile with a Demographic Die on a District Tile.
Actions let you manipulate and move dice, raise funds, increase your popularity, gain Advertising & Political Stunt Cards, and shift your Reps around!
Advertising Cards and Political Stunt Cards
Advertising Cards usually cost Money and give you additional actions and other benefits!
- Pay the depicted amount of Money to perform the depicted Actions.
- Pay the depicted amount of Money to draw a Political Stunt Card and give the First Player marker to a Player.
- Pay the depicted amount of Money to draw 2 Political Stunt Cards.
- Pay the depicted amount of Money to draw 2 Secret Agenda Cards and discard 2 Secret Agenda Cards.
- Pay the depicted amount of Money to get the depicted amount of Money / Votes.
- Get the depicted Popularity increase for free!
- Pay the depicted amount of Money to get the depicted Popularity increase!
Political Stunt Cards demand certain requirements of your Dice Followers but give you extra votes, funding or popularity!
- Gain the depicted amount of Votes for having Die Followers of the depicted Demographic Group of total minimum value on your Candidate Board.
- Gain the depicted amount of Money for having Die Followers of the depicted Demographic Group of total minimum value on your Candidate Board.
- Gain the depicted amount of Votes for having the depicted pattern of Dice Followers on your Candidate Board (pattern may be rotated).
- Gain the depicted amount of Popularity increase for having the depicted pattern of Dice Followers on your Candidate Board (pattern may be rotated).
Solo Mode
When playing solo, you are always the First Player and you play for High Score (check your score at the bottom of the page). Prepare an opaque container with 4 of the different Demographic Dice for your Opponent.
When it's your opponent's turn, you randomly draw and roll a die from the bag and remove a Demographic Die with the same number and color from a District Tile. The most valuable district breaks ties. If still tied, you decide. If you can't find a Demographic Die with the same number, you take the closest in value, rounded up. If you can't find a Demographic Die of the same color, take a Demographic Die from the largest Demographic Group of all districts.
Then place one of your Opponents' Reps in the same space as the Demographic Die that was just removed. Your Opponent doesn't score votes, but their Reps rival your dominance of the District Tiles.
Finally, remove a card adjacent to the placed Rep. Remove the leftmost card if the Rep was placed in a space to the left, and remove the rightmost card if the Rep was placed in a space to the right. Place the rolled die back into the container and take your turn.
Solo score ranks: 0-120: Hmm, did you make up your own rules again? 121-160: Apprenticeship. 161-199: Congressman. 200-239: Elected! 240+: I'd vote for you!
End of the Game
End Game Scoring
After 9 rounds, the game ends and the Candidate with the most Votes from the following categories wins the election:

Political Stunt Cards (scored throughout the game): Votes from successful Political Stunt Cards.

District Votes (scored by the end of the game): The player with the most Reps on a District Tile gains Votes based on the total pip value of all the Demographic Dice in the district! If tied, the players share the votes, rounded up.
The player with the majority will also gain votes for the Demographic Color of each Demographic Dice in the district, decided by the position on their Popularity Track (each die scores the reached value of the players' matching Demographic Track). If there was a tied majority of Reps, the players may only gain votes from half of the dice, rounded up (the player decides which dice to score).
Players with Reps but no majority in a district gain votes based on their Popularity Track value only. For each Rep, they may score the Demographic Color of one Demographic Die (not including the pip value).

Secret Agenda Cards (scored by the end of the game): Votes from successful Secret Agenda Cards.

Candidate Bonus (scored by the end of the game): Votes from your Candidate Tile (depending on the side you selected).
If a player receives more than 100 Votes, give them a Vote Tile and start counting from the bottom of the Twilight Congress Board again.
End Game Scoring Example
When scoring the Observatory Highs district, the Teal Player has the most Reps and gains 21 Votes from the pip value of all dice (The printed dice symbols count just as regular dice, only they can't be changed or moved). The Teal Player also scores 14 votes from all the Demographic colors (2 pink dice x 4 Popularity = 8 votes and 2 orange dice x 3 Popularity = 6 votes).
The Purple and the Yellow Player have 1 Rep but no majority, so they get votes based on one Demographic Die (1 Rep = 1 Die). The Yellow Player decides to get votes based on an orange Demographic Die, and gets 3 votes because they have 3 Popularity within the orange Demographic. The Purple Player decides on a pink Demographic Die and gets 5 Votes as they have 5 Popularity within the pink Demographic.
The Teal player has received 24 Votes from successful Political Stunts throughout the game. Now the Teal Player receives 34 Votes from Secret Agendas (20 Votes for the Unmotivated card for having 5 Die Followers with the value 1, and 14 Votes for The Golden Years card for having 2 pairs of adjacent Die Followers of the orange Demographic Group). Finally, the Teal Player gets 2 Votes from the Candidate Bonus for having 1 Die Follower of the Pink Demographic Group.
Secret Agenda Cards
Secret Agenda Cards award Votes according to the text printed on each card. The card texts are:
- Gain the depicted amount of Votes for each Money you have.
- Gain the depicted amount of Votes for each Demographic Die with the depicted value on District Tiles.
- Gain the depicted amount of Votes (according to player count) for each depicted Demographic Die adjacent to your Reps on District Tiles.
- Gain the depicted amount of Votes (according to player count) for each depicted Demographic Die on District Tiles.
- Gain the depicted amount of Votes for each set of Die Followers of the depicted Demographic Groups on your Candidate Board.
- Gain the depicted amount of Votes for each pair of Dice Followers of the depicted Demographic Group that's orthogonally adjacent to each other on your Candidate Board.
- Gain the depicted amount of Votes for each Die Follower with the depicted value on your Candidate Board.
- Gain the depicted amount of Votes for each Demographic Die with the depicted value adjacent to your Reps on District Tiles.
- Gain the depicted amount of Votes for each depicted set of Dice Followers of the same value on your Candidate Board.
- Gain the depicted amount of Votes for each set of Dice Followers of all values on your Candidate Board.
- Gain the depicted amount of Votes (according to player count) for each of the other players' Reps adjacent to your Reps on District Tiles.
- Gain the depicted amount of Votes for each odd/even Die Follower on your Candidate Board.
- Gain the depicted amount of Votes for having Reps on all District Tiles.
- Gain the depicted amount of Votes for each Die Follower adjacent to an edge on your Candidate Board.
Player Turn Summary
- Send out a Representative (Rep) to one of the 8 District Tiles.
- Take a Demographic Die from the District Tile and leave your Rep in its place.
- Place the Demographic Die on your Candidate Board and make it your Die Follower.
- You may now use the actions from the District Tile AND the placed Die Follower in any order.
- You may play one Advertising Card and one Political Stunt Card at the end of your turn.
