Are the Correspondence tiles in the same position every game?
The rulebook's Main Board setup step 4 says this.

No. After the first game you shuffle the 8 tiles and place 3 at random on the envelopes, so the envelope bonuses change each game. The rulebook's fixed layout (tiles 2, 4 and 5) is only for a first game.
