Is there a placement penalty when I use the Small Diary to unlock a Lens location?
The rulebook says the Small Diary is always one section and Unlock Lens Location is usually done from it.

Yes. The Small Diary is a single Diary Section, so a second worker there pays the placement penalty on top of the unlock cost of the location you choose. You can also place a second worker of your own there if a lens spot is still free.
