Do I pay a placement penalty when I place a personal Lens on a locked location?
The rulebook assigns penalties to workers and a printed cost to the locked location.

No. Placement penalties are for workers; a Lens only costs the Coin penalty printed on the locked location. The Small Diary spot you place your worker on does charge the penalty if that diary is occupied.
