How do Fireland time penalties interact with Academy discounts and free actions?
A discount can cover the time penalty as part of the seal's total cost. An Academy action with the red X is completely free and ignores time penalties. Otherwise the penalty applies to each Academy action, so two Academy actions in one turn pay it twice.
