What does Alfred do when an action cannot be performed?
The rulebook says he attempts options from the top down and Rest is always legal.

He tries the next option on his card, and if none works he takes the bottom Rest action, which is always possible. When a placement needs coins he cannot afford, only options he can pay for remain.
