How does Alfred choose a Main Diary location when a worker lacks matching seals?
The Strongest Placement Location rule states this.

He only considers a location if the worker has at least one seal of a required color. Coins can then pay for missing seals at 3 each; if the worker cannot reach the requirements he tries the next worker in priority order.
