Components

  • Flood cards × 20
  • Tool cards × 102: silver frame × 36, green frame × 30, red frame × 36
  • Player Aids × 4
  • Drainage tokens × 45
  • Player markers × 4 (black, blue, yellow, green)

Setup

  1. Set all Tool cards with their "Rune-side" face up (Runes are pictured below), sort them into three piles according to the frame colors, shuffle them separately; there are three "Tool piles".
  2. According to the number of players, remove a number of Flood cards from the game and do not reveal them. Shuffle the remaining Flood cards, set them aside facedown as the Flood pile. Draw a number of cards from the Flood pile and place them in a circle (as pictured), the number is equal to 1 plus the number of players. Refer to the table below:
Number of players234
Flood cards removed854
Flood cards placed345
  1. Place the drainage tokens in the circle of Flood cards as the "Drainage supply".
  2. Each player chooses a color and takes the corresponding marker and player aid, randomly places each marker on a Flood card, then flips every Flood card face up.
  3. Someone who touched water most recently is the Start player. Beginning with the Start player, everyone takes the top card from each Tool pile and places these cards in front of him/herself with their "Rune-side" face up. Every player may see the face up information of all players' Tool cards. A player may check the face down information of the Tool cards in front of him/herself at any time, but a player must spend one action point to flip a tool card (explained later).
  4. The Start player begins the game.

A Player's Turn

During a player's turn, he goes through the following phases in the indicated order:

  1. Spend his/her three action points (explained below).
  2. Draw Tool cards from Tool piles until he/she has three Tool cards in front of him/her.
    • Players draw one card at a time. They may draw cards from any pile, it doesn't have to be "three colors" in front of a player.
    • Once a card is taken from the Tool pile, it may not be returned to the pile. Players are not allowed to peek at the face up information of the next top card.
    • The cards drawn are placed with their Rune face up.
  3. If there is any Flood card with ten drainage tokens on it, the current player takes this card, and places it in front of him/her, returning the tokens to the supply. Flood cards in front of a player will provide some privileges and bonus points (explained later).
  4. If any Flood card is taken, refill this empty space with the top card of the Flood pile. If the Flood pile is empty, ignore the empty space.
  5. Check if the ending condition has happened or not.

Spending Action Points

Players may spend three action points during their turn. For each one spent, choose one of the following actions. Players may choose the same action during a turn.

  1. Drain: Play a Tool card.
  2. Move: Move the player marker to the neighboring Flood card.
  3. Flip: Flip a Tool card to another face up.
  4. Discard: Discard any number of Tool cards.
  5. Rest: Do nothing.

1. Drain

  • 1-a. The current player chooses one of the three Tool cards in front of him/her and plays it; only the face up tool(s) take effect.
  • 1-b. There are four kinds (colors) of Tool icons: Cart (Yellow), Swelling Earth (Green), Hoe (Blue), Shovel (Red). These tools are shown on both sides of a Tool card, amounting from one to four a side.
  • 1-c. There are ten flooded spaces on a Flood card, each indicated by one color. Players put drainage token(s) matching the played Tool card on the Flood card. For each tool shown on the face-up side of the Tool card, the current player must put a drainage token on a color-matching flooded space.
  • 1-d. A player may not play a Tool card if he/she can't put all tool(s) shown on a Tool card onto the Flood card. (Pictured examples: "Red tools can't be matched." "Green tool can't be matched.")
  • 1-e. One side of a red frame Tool card is double-duty. For example, a card showing a green tool "or" a yellow tool means a player may put one drainage token either on a green or a yellow flooded space.
  • 1-f. The current player may put Drainage token(s) only on the Flood card where his/her player marker is.
  • 1-g. Place the played Tool card under the current player's aid card with the used-side face up. These cards are now Victory Points cards (aka. VP cards).
  • 1-h. Every player may check the VP cards of other players, but DO NOT flip any of them.

2. Move

  • 2-a. Move the current player's marker to a neighboring Flood card.
  • 2-b. There are no limitations to the number of markers on the same Flood card.

3. Flip

  • 3-a. Flip a Tool card to the other side face up.

4. Discard

  • 4-a. Discard any number of Tool cards in front of the current player, putting those cards at the bottom of the Tool pile of the same color with their "Rune side" face up.

Ending Condition

Before the Start player takes his turn, if the Flood pile is empty, which means the flood is conquered, the game ends immediately, and everyone totals his/her victory points.

Scoring

  • VP cards: The number at the top of a VP card is its victory points. Notice that only the "used-side" of the VP card can be scored.
  • Flood cards: Some of the Flood cards have a number at the bottom right corner; this number indicates the bonus victory points, and some of them are minus points (explained below).

Sum the victory points of VP cards and Flood cards; the player with the most VPs wins! If there is a tie, the player who has more Flood card(s) wins. If there is still a tie, they share victory!

Flood Cards

  • Red frame bonus: For each VP card with a red frame, you earn 1 bonus VP. If you have two of these Flood cards, every red framed VP card earns 2 bonus VPs, and so on.
  • Green frame bonus: For each VP card with a green frame, you earn 1 bonus VP. If you have two of these Flood cards, every green framed VP card earns 2 bonus VPs, and so on.
  • Silver frame bonus: For each VP card with a silver frame, you earn 1 bonus VP. If you have two of these Flood cards, every silver framed VP card earns 2 bonus VPs, and so on.
  • Free move: Once during your turn, you may move your marker without spending an action point. This card is worth minus 2 VPs.
  • Free flip: Once during your turn, you may flip one of your Tool cards without spending an action point. This card is worth minus 2 VPs.
  • Exchange: You may choose to exchange this Flood card with the Flood card in front of another player; you can do this only at the time you take this card. This card is worth 5 bonus VPs.
  • Free Tool: Once during your turn, you may put a drainage token on a color-matching flooded space of any Flood card without spending an action point. This card is worth 3 bonus VPs.
