Can the operatives suggest clues or announce conditional plans to the spymaster?
Most players agree; the rulebook only says play with just one word and one number.

Not in the spirit of the game. Communication should flow one way, from spymaster to team. Planning aloud what you'd guess is tolerated, but suggesting which words go together, requesting a number, or if-then instructions is generally ruled out. It's a group call.
